The general form for the equation of a circle is \(x{}^{2} + y{}^{2} - 8x - 12y - 3 = 0.\) Mark found the equation of the circle in standard form by completing the steps as shown below. Find his mistake(s) and write the correct equation.

Step 1 \(x{}^{2} + y{}^{2} - 8x - 12y - 3 = 0\)

Step 2 \((x{}^{2} - 8x) + (y{}^{2} -12y) = 3\) Group like terms together and move constant to other side.

Step 3 \((x{}^{2} - 8x + 16) + (y{}^{2} - 12y + 36) = 3\)

Step 4 \((x - 4){}^{2} + (y - 6){}^{2} = 3\)
