KEYNOTE: Education Is the Civil Rights Issue of Our Time

The struggle for civil rights dominates our domestic political landscape on numerous fronts. Many would argue that without access to a high quality education, other forms of civil rights are irrelevant. And the Elementary and Secondary Education Act (ESEA) has been at the forefront of this movement, as described by former Secretary of Education, Arne Duncan:
"ESEA marked an extraordinary step for education, and for civil rights. The fight for educational opportunity and the fight for civil rights always have been and always will be inextricably linked. ESEA has built a foundation under our nation's schools, helping to raise the bar for every child, and to ensure that the resources are there for those most in need. It's helped create an expectation that no matter where you live in this country, when students aren't making progress, local leaders will come together to make change--especially if they are students with disabilities, students who are still learning English, students from a particular racial group, students who live in poverty, or students coming from particular school."
This message is so incredibly important, compelling, and timely. Under the direction of moderator, Tavis Smiley, the panel will discuss why they believe that education - and especially Title I - is the civil rights issue of our time.

The Student Engagement Fallacy: What It Is and Is Not

A misconception exists among many that raising standards will improve achievement. Raising expectations through standards—without addressing instructional practices—will only widen achievement gaps that exist. One solution espoused by educational reformists is to increase student engagement; however, vague definitions of “student engagement†embedded in walk-through models and appraisal rubrics often create confusion and compromise best practices. To ensure student support systems are not overwhelmed, the general education setting must be addressed. Student engagement is crucial, but employing strategies that appear to be engaging—when, in fact, they are not—is actually counter-productive. It is possible to structure engagement so that every learner is active; it is also possible to have a clear, concrete definition of student engagement. Blended Learning: Tool for Turnaround in an Urban High School

Meeting the diverse needs of the learner is paramount to successful teaching and learning. Through the blended learning approach, a new type of learner is reached, the technological learner. The students of today are engrossed with technology on a daily basis, and utilizing their affinity for technology is a natural progression in the learning process. Blended learning affords students and teachers the opportunity to engage in curriculum in a technology space. Teachers are able to integrate a multitude of differentiated instruction techniques seamlessly, and students are able to access their classwork, notes, and assessments from any device with internet access. This presentation describes successful implementation strategies to integrate blended learning into every classroom. Community Eligibility: What Is It and How Does It Affect Title I?

The Community Eligibility Program (CEP) from the U.S. Department of Agriculture (USDA) can have a major impact on how LEAs and schools report student data and are held accountable under ESEA. This session will describe the CEP program in detail. The session will then analyze the interplay between Title I of ESEA and CEP, describing how CEP affects reporting and accountability and the responsibilities of both the State and the LEA in implementing the program. The session will also include a review of current agency guidance and a discussion of the potential for legislative and regulatory changes in the near future.

Read & Feed - Nutrition for the Brain and Body

In 2014, the National Title I Association and the International Literacy Association engaged in a partnership to develop a pilot program called Read and Feed. This community-based program combines volunteer-led reading and literacy instructional programs with existing Title I school vacation-based food programs to improve student reading and literacy skills as well as foster parental engagement. Initially piloted in Illinois and Louisiana, this program now also includes Missouri. Title I Directors in each state work with ILA chapter representative within the state to identify Title I Schools to launch the program. Come learn how each of these states have incorporated this program into their literacy activities and how you could develop a Read and Feed program in your state as well

Breaking the Mold: The New and Improved Title I High School

Attendees will learn how a large high-poverty high school implemented the following programs to transform the high school experience for all stakeholders while improving academic outcomes for students: 1-to-1 instruction with iPad technology, Personalized Learning iObservation based on Marzanno's 41 key elements of instruction, an iPad take home model for all students, a tiered student support system, a Start-On-Time program, and an expansion of Fine Arts. R.B. Stall High School increased student engagement through implementation of a 1-to-1 iPad initiative and simultaneously re-cultured the school through a focus on building relationships as outlined in the Capturing Kids' Hearts program.

Constructing an Innovative School-Parent Compact

The law says that Title I, Part A schools MUST have a school-parent compact that outlines how the school will build and develop a partnership with its families to help students achieve the state's high standards. Attendees will learn how to move the compact from a legal task to a dynamic, innovative tool. This session will provide the blueprints and tools to construct, implement, and evaluate quality Title I School-Parent Compacts. The campus improvement plans provide the academic focus of the school; the compact should be a parent-friendly reflection of the school's goals. Participants will learn strategies to align the compact to school data, identified needs, and the goals of the campus improvement plan to make the compact a powerful tool for involving all stakeholders as partners. This training will give participants an outline that will result in celebrating the success of campuses in writing a valuable and forward-thinking school-parent compact. No More Spaghetti Dinners! Using Academic Parent Teacher Teams to Partner with Families for Student Success

Supporting Local Equity Planning to Achieve Equitable Access to Excellent Educators
